Some features of behavior of subjects of housing and public utility services in Moscow

Importance The article studies the economically meaningful behavior in public utility services. The paper considers the behavior of economic actors in relation to the financing of public utility services and taking into account the development of the regional Web-portal Our Town, designed and made-to-order of the Moscow City Government.
     Objectives The aim of the study is to identify the determinants of the interaction terms of the economic entities of public utility services of Moscow, for the regional economic policy in housing and communal services sector.
     Methods For the study, I used historical and logical methods, analysis and data synthesis, the method of analogy.
     Results The study defines the economically meaningful behavior as an object of behavioral economics. I found that the economically meaningful behavior is influenced by factors such as value orientations and behavioral dysfunction (propensity to financial abuse, malicious manipulation of individual and social benefits, unfounded trust), socio-cultural environment, the intensive development of information technologies. I specify the most characteristic types of conduct inherent in the actors involved in the provision and consumption of public utility services. I determine the role of information and communication tools (electronic services) and crowd-sourcing as effective tools in regulating relations between the State and society.
     Conclusions and Relevance I concluded that the use of a specially designed information infrastructure for the provision of public utility services gives positive results (mainly, for the State), as well as contributes to easing social tensions, curbing the growth in public expenditure, maintaining the Government's credibility, the creation of temporary reserves to the State for further expansion of the material and technical base of the housing and communal services.
