Importance The article deals with the improvement of the method for assessing a regional socio-economic system. Objectives The article analyzes the existing methods to assess the development of the regional socio-economic system, and it develops a method for evaluating the development of concrete districts, using a case study of the North Caucasian Federal District, which is characterized by depressive-critical state. Methods The study uses statistical analysis methods. Results I have studied Russian regions as donors and as recipients. I prove that the gap between economic performance of donors and recipients is growing, despite the fact that donor-regions and problem regions keep on developing. I considered official methods and methods developed by various researchers, to evaluate the development of regional socio-economic systems. I identified the benefits of formal techniques (generalization, possibility to use them in different regions). However I note that researchers' developments lack the complexity of indicators. Conclusions and Relevance I conclude that the proposed method allow to improve the management of the region and increase the level of socio-economic development of the region and the quality of life of the population. The proposed method can be used in a comparative assessment of the level of development of regions. The results of the study can be a basis for the development strategy of the region's development.
