Importance The article examines the issues and prospects of the development of freight traffic on the Northern Sea Route.
     Objectives The paper aims to study the problems related to the operation and development of the freight traffic of the Northern Sea Route.
     Methods We used a systems approach to the study of the conceptual and methodological problems of interaction between State and business structures in the strategic development of infrastructural support for the Northern Sea Route.
     Results We identified the Arctic communications' orientation as mainly of export and transit character. We defined the relationship of the dynamics of global markets of hydrocarbons and the development of maritime traffic and explored the regulation of transport systems and the development of international cooperation, including attracting new marine technologies and equipment. We studied the particular challenges for the development and regulation of the Northern Sea Route in a strategic perspective and determined the main threats to the development of the Arctic zone of the Russian Federation and national security for the period up to 2030. The paper proves that the offset of export flow vector, as well as the global Russian Arctic development projects require a well-developed transport infrastructure.
     Conclusions and Relevance We conclude that in the medium and in the strategic prospects (beyond 2030), it is expected to be a large-scale increase in Arctic marine transport, including the Northern Sea Route. We prove that the most important factors in traffic growth will be the rate of increase of demand for hydrocarbons in the most rapidly growing Asia-Pacific market, as well as climate change processes and dynamics of development of the Arctic Shelf. We recommend supporting the construction of a tonnage and modernization of the port infrastructure in the Arctic.
