Import-substitution cluster policy as a direction to enhance the stability of development of Russian regions in terms of the geopolitical uncertainty

Importance The article considers the issues of formulation and implementation of import-substitution cluster policies aimed at enhancing the sustainability of regions of the Russian Federation.
     Objectives
The purpose of the article is substantiation of the necessity of realization of import-substitution cluster policy in regions of the Russian Federation as the direction of improving the sustainability of their development. The key objectives are to analyze the essence of cluster policy of import substitution and its place in the regional policy, assessment of the possible effects of its implementation, the development of stages of the import-substituting cluster policy in the regions.
     Methods We applied the dialectic method, system approach, table and graphical interpretation of empirical-factual information, etc.
     Results We clarified the essence of a new type of regional economic policies, i.e. import-substituting cluster policy. We give our own definition of an import-substituting cluster and cluster policy of import substitution, show its place in the system of regional policy types. We developed stages of realization of import-substitution cluster policy in regions of the Russian Federation.
     Discussion The basic results of the study were discussed at the 14th all-Russian Scientific-Practical Conference Strategy of Sustainable Development of the Regions of Russia (Novosibirsk, 2014) and International Scientific-Practical Conference Development of Economy and Management in the Modern World (Voronezh, 2014).
     Conclusions and Relevance We concluded on the need for the implementation of import-substitution cluster policy in the regions of the Russian Federation that will enhance the sustainability of the regions' development in the context of geopolitical uncertainty, including the economic, social, financial and environmental sustainability.
