Importance The article deals with the development of a regional model of the quality management system based on the principles and philosophy of Total Quality Management as a complex system, which reflects the multilevel structural-functional character of the region's economy. Objectives The goal is the development and improvement of the model of regional quality management system, which ensures the competitiveness of enterprises and organizations, the successful spatial development of the region. Methods The article suggests methodological approaches to the application of territorial quality management methods, based on the principles and philosophy of Total Quality Management to improve the competitiveness in the region. Results I present the developed model in a graphical and mathematical form. It integrates target subsystems and industries with control activities, for the first time presented by the eight principles of Total Quality Management (TQM). I offer an approach to the formation of a target system of the regional quality management system, which allows formulating the main objective of the regional quality management system and identifying the main objectives and tasks of the system in the tree of goals. I put forward a single regional system-wide criteria and performance indicators that allow the evaluation of the effectiveness of regional quality management system. Relevance The developed model helps to calculate a generalized measure of efficiency for the system as a whole, the overall performance of subsystems and industries, private values for individual block models, and it can also serve as a methodological basis for assessing the effectiveness of individual subsystems of the regional economy.
