Importance The article deals with the problems of establishing an effective regional development strategizing system which are particularly relevant since the adoption of the Federal Law On Strategic Planning in the Russian Federation.
Objectives The goal of the paper is to determine the ways of solving the problem of regional development strategic planning.
Methods To form the information base of a region model, I used public regional statistics and reports from various ministries and departments that were previously subjected to verification, supplement and correction.
Results I propose a matrix method for solving a problem for tens of goals, hundreds of control variables and deep horizons of forecasting. A region's activity model was developed in CGE-models class, considering the development of the economy as a result of the activity of economic agents.
Application The developed methods, models and information technology of regional development strategic planning have been successfully tested in forming the strategies of the Altai and Krasnoyarsk Krais and the Samara region. The main components of these technologies form the basis for a series of automated systems and complexes installed in a number of constituent entities of the Russian Federation.

Keywords: strategic planning, regional economic development, CGE-models, evaluation, reachability, goals
