Importance The article studies the functional and organizational-economic relations emerging in the balanced development of industrial enterprises at different levels of management.
     Objectives
The article aims to meet the challenges of adapting the comparative characteristics of strategic, tactical and operational management to the balanced development of industrial enterprise management.
     Methods I applied techniques of situational and systems analyses, as well as the methods of managerial decision-making at various levels of governing. This allowed me to analyze and adapt for use in practice multivariate approaches to improve the efficiency of industrial enterprise.
     Results
I determined that the elements ensuring the effectiveness of the balanced development system of industrial enterprise are strategic intelligent thinking, tactical expediency to achieve priorities for the future, operational update and adaptability to changes in the external environment on the principles of self-organization.
     Conclusions and Relevance I emphasize that in business, it is necessary to determine and take into account the perspective of the characteristics of the operational, tactical and strategic information about the object by defining new elements and relationships, real state of the developing system of balanced development of industrial enterprise. There is a need for a more realistic model of the management process to take into account the risks between participants in competitive and cooperative interactions at various levels of the enterprise. Application performance is related to the need to develop common approaches to understanding the system processes at various levels of company management, as well as a language for modeling the process of adopting and implementing management decisions in achieving the balanced development.
