Importance The article considers the problems of the economic structure and improvement of the quality of life of the northern regions of the Russian Federation. Scientific organizations have a positive impact on the quality of education, especially the higher education. Thus, the conservation and optimum utilization of the scientific capacity of the North have become more important.
     Objectives The aim is to search for the existing problems of science development in the North and possible solutions on the basis of the quantitative analysis of research results, science funding indicators and reproduction of scientific personnel in the spatial dimension.
     Methods For the study of science of the North, I have applied indicators on the basis of Hirsch index, to compare different regions on average and total research performance levels. To do this, I have analyzed the scientific capacity of ten regions in the North and Arctic of the Russian Federation, the reproduction of their scientific and pedagogical staff. I compared the data obtained with the cost of research and development.
     Results The results of the article include the estimation of science and education staff administration of the northern areas; the identification of regional disparities between the levels of science development, graduate students training and university graduates. I investigated the degree of conformity between the financing of fundamental and applied research and the results.
     Conclusions and Relevance I concluded on the need of interregional interaction of research centers with the major universities in order to optimize the use of the available human resources and equipment. I show the importance of the expansion of grant programs designed to upgrade high-tech equipment and the necessity to develop methods of forecasting and management of intellectual potential of the North. The results of the study may be of interest to scientific and educational institutions, and public authorities in formulating regional development programs.
