Problems of development of the governance capacity in agriculture (the Kostroma region case study)

Subject The article deals with the problems of management in agriculture. In modern conditions of economic transformation of the Russian Federation, the efficiency of agriculture is increasingly dependent on the level of professionalism, training and qualifications of workers in the sector. So, the development and implementation of a set of measures to improve the utilization of the management capacity of agricultural enterprises to enhance their competitiveness, is an important task.
     Objectives The purpose of the paper is to characterize the availability and quality of human resources of agricultural enterprises of the Kostroma region.
     Methods For the study, we used a system analysis, forecasting, least squares method, statistical method and the method of assessment of the workforce capacity of the agricultural industry.
     Results We have defined the management capacity and analyzed the labor resources of the region. As well, we have analyzed the information on employment of young specialists in the agricultural enterprises of the Kostroma region. In agriculture, there are unemployment and shortage of workforce; there is an imbalance between demand and supply of professionals and skilled workers. We have determined a particular role of management capabilities, because the competitiveness of the organization, as a whole, and the organization's ability to make a profit depends on the management qualitative characteristics.
     Conclusions We conclude that in the region, there is a deterioration of demographic shifts that could lead to a reduction or cessation of production. The results of the study confirm the need to develop recommendations for the effective use of management capacity in terms of innovative development of the regional agro-industrial complex. These recommendations can be applied in practice.
