Importance The article discusses the need to reduce fixed costs of organizations as one of the major sources of funding for their innovation. Objectives The purpose of the study is to analyze the impact of cluster organization of production on the formation of industrial real estate. The objective is to address the problem of profitability of organizations, which is one of the most complex control tasks. Such a task is often referred to as the performance management task. Methods I used a system analysis and economic-mathematical methods of investigation, the most important of which were the synthesis, comparison, and classification. Results I propose an approach to the identification of a number of organizations, interested and capable to close and long-term cooperation and its development on the basis of creating local clusters. They should be based on industrial organizations, i.e. industrial real estate complexes, specially formed on an equity basis. I offer to name this type of clusters as locally industrial real estate property clusters. This term reflects the basis of binding the parties: single for all an industrial estate share complex, designed and built for the closer integration of its members. Relevance The proposal is a quite versatile tool to manage and reduce the cost of industrial real estate.
