Determination of the strategy perspective directions of cluster-building in the region through the establishment of geo-economic atlas (the Yaroslavl region case study)

Subject The article deals with the creation of cluster structures in the Yaroslavl region based on the authors' model of geo-economic atlas of the region and the identification of new strategic areas of development in the context of Western economic sanctions against the Russian Federation.
     Objectives The goal of the paper is to identify promising cluster structures in the Yaroslavl region. To that end, we set the tasks of calculation and analysis of the economic-financial conditions of the regions of the Central Federal District, identification of the competitive advantages of the Yaroslavl region, and development of proposals to enhance the advancement of the region.
     Methods We studied the Yaroslavl region's competitive ability on the basis of quantitative and qualitative performance indicators of the region. We evaluated the quantitative factors by calculating the integral indicators of competitiveness, and we analyzed the quality parameters through the method of expert estimations. As well we used a graphical method (histograms, tables), and the average values and time-series construction methods.
     Results We have identified the growth points of the region's economy, which could be a starting point on the way to innovative development. We determined that in the Yaroslavl region, there are certain prerequisites and conditions for the creation and development of a few pilot clusters based on historically established industries and new opportunities, which include pharmaceutical, paint, and tourist and recreational clusters and a cluster of automotive components.
     Conclusions The implementation of our proposals would result in the increase of the competitiveness of the region's economy through the growth of production volume, the share of innovative products and the productivity of the cluster members, increasing the volume of direct investments into economy of the region. The results of the work may be of interest to the Government of the Yaroslavl region to develop a strategy for socioeconomic development of the region.
