Importance The Russian Federation officially became a member of the World Trade Organization on August 22, 2012. It opened additional opportunities to defend the interests of Russian consumers and producers within the framework of the law. Objectives The article studies the issues of fishery of the Murmansk region, namely, the effect of the Russian Federation's membership in the World Trade Organization on the fishing industry of the region, and it aims to develop scientific recommendations to reduce the negative impact. The paper also deals with the theoretical and practical issues associated with the development of approaches and tools to improve the efficiency of the regional economy and the competitiveness of the fisheries sector. Methods A system approach and statistical analysis methods are the methodological basis for achieving the set goals. Results The article is a series of measures to encourage the production of high-tech and competitive fishery products on board fish processing vessels. The author submits a number of other measures aimed at increasing the economic efficiency of fisheries in terms of accession to the World Trade Organization. The results of the research can be used by the Agency on Fisheries of Russia as a tool for giving quota to bio businesses in 2018 and for other measures to improve the economic efficiency of fisheries. Conclusions and Relevance The authorconcludes about the poor performance of foreign economic activities in the fisheries sector at the time when the World Trade Organization did not influence the sector directly. The proposed economic tools and organizational-and-economic measures are aiming at overcoming the existing negative trends in the fisheries of the Russian Federation, as well as trends resulting from the accession to the World Trade Organization.
