Ensuring the sustainability of economic growth at the regional level in terms of innovation development

Importance The study's relevance is due to the fact that the current strategic goal of the Ministry of Regional Development of Russia is to create conditions that will ensure a high and stable economic growth of the country and the regions. One of the most effective tools to achieve the above objective is innovation, for it is a key factor in increasing the competitive advantages, such as cost reduction, quality improvement, development of new markets, improvement of the image of the country and the regions.
     Objectives The objective of the paper is to support the strategic priorities of the sustainability of economic growth at the regional level in the Russian Federation.
     Methods The methodological basis of the study is a combination of comparative and economic-and-statistical methods of analysis.
     Results I found that currently the most competitive, in terms of innovation and attractiveness, are the Central and Volga Federal Districts (leaders in innovation). I emphasize a high growth potential of innovation competitiveness in the North Caucasian Federal District. The Northwestern, Ural and Siberian Federal Districts are attributed to the regions of normal level of innovative activity. I group the innovative outsiders, where the level of innovative security is minimal: the Far Eastern and Southern Federal Districts. In addition, I have identified a number of active centers of technology transfer and considered sustainable linkages between research institutions and the industry.
     Conclusions and Relevance I propose a mechanism of formation of a strategy for the sustainability of economic growth at the regional level, based on an innovative Triple Helix model, which was formulated by Henry Etzkowitz and Loet Leydesdorff in 2000 (The Triple Helix). I recommend using the mechanism to increase the economic activity and attractiveness of regions to develop regional innovation infrastructure through the organization and support of a virtual network (association) of so-called "start-parks", which will be located in the industrialized cities of the Russian Federation on the basis of the leading polytechnic institutions.
