A methodological approach to the assessment of the organizational potential of higher education institutions

Importance The development of education in the Russian Federation is one of the objectives of the socio-economic development of the country. At present, despite the considerable interest of the scientific community to the issue of the effectiveness of higher education institutions, there are no scientific studies to holistically evaluate institutional capacity of universities.
     Objectives The aim of the study is to address the most important management objective of developing a methodology for assessing institutional capacity of higher education institutions.
     Methods For the study, we used a system analysis, as well as the methods of mathematical and multi-dimensional statistics, methods of factorial and comparative analyses, and the method of survey and expert estimates.
     Results We have carried out a critical analysis of the approaches to the assessment of the effectiveness of higher education institutions operating in the Penza region. We found that the institutional capacity is a base element of the mechanism to enhance the functioning of higher education institutions. We propose our own approach to structuring the institutional capacity of a higher education institution, and we have developed a method for evaluating the organizational capacity that takes into account the cumulative effect of many factors on the effective functioning of the system of University management. This technique, first, gives one the ability to provide a higher education institution as a subject of market relations for use in the calculation of a number of factors, which can then be supplemented. Second, one can calculate the efficiency of higher education institutions taking into account the territorial specificities of regions. Third, the technique allows not only determining the level of private indicators of the effectiveness of institutional capacity, but also revealing the reserves of development, identify the key factors that have the greatest impact on the effectiveness of the activities of universities, united territorially, and compare the objects of research.
     Conclusions and Relevance We conclude that the application of the proposed method in management practices will contribute to the build-up of institutional capacity of higher education institutions and improve the efficiency of their functioning.
