The principle of innovation in the development of the regional urban ecosystem of the Tomsk region and the security of demographically excessively dense environment

Importance The article researches innovation processes in the regional urban ecological system development and in ensuring the security of excessively dense environments in terms of demography.
     Objectives The research goal is to identify and confirm the principles of systematization sustainability, development, independence, good organization, environmental compatibility, as well as the directions aimed at innovation implementation during the new urban space formation, which ensures the quality of human capital growth.
     Methods The research uses interdisciplinary synthesis and the theory of multidisciplinary benefits, and also with the help of monitoring methods, factorial design and description methods, the sociometric research methods, comparative visualization methods, and the method of verification of the connectedness of hypothesis of life values and choice of place of residence.
     Results As the result of performed work, we confirmed the emergence of new forms of social and residential urban practices that provide the security of technological and product construction innovation of human capital reproduction in demographically excessively dense environment. The identified social practices and innovative trends in the field of urban design and its innovative products require accounting while developing the strategies of urban planning and territorial development of the Russian Federation. We conclude that the Tomsk region growth rate as part of the urban ecological system is rather high, since it required to use managerial approach to the design, creation and implementation of innovative products and technologies both directly in the field of city planning and in providing areas, which may include education, sphere of production of construction materials, property development, etc. Development, algorithm development and implementation of such approaches will enable to enhance the efficiency of the territorial development strategy, as well as to carry out the record-keeping of emerging new forms of economic, social and economic practices.
     Conclusions and Relevance We emphasize that the consideration of the identified principles of organizing the Tomsk region's urban space are recommended when generating the strategy for the Russian Federation's territorial development.
