Importance The article deals with one of the most pressing issues in the field of territorial administration, i.e. strategic planning of socio-economic development of the territorial systems. The paper's subject encompasses the issues of urban settlements, which play in this field the special role in the Russian Federation. Cities, as the growth areas and linchpins of geographically-distributed territorial and economic processes, contribute significantly to the country's economic formation. They form the framework of resettlement, and their evolution has played an important role in addressing the issues of socio-economic development of the urban and suburban areas. Presently, despite the strong interest of the Russian researchers from the various specialties to the issues of territorial settlement, many questions on this topic would require additional interpretation in terms of the current challenges and trends.
     Objectives The research aims to study the development of the large cities of the Central Federal District. As the study methods, we applied comparative and factorial analyses of the development of cities, an integral estimation and ranking of the Central Federal District cities.
     Methods In the course of the research, we analyzed the main trends and development prospects of the Central Federal District's urban resettlement, as the most urbanized territory of the Russian Federation. The paper considers the basic pattern and dynamics of the urban settlement in the district using the Zipf's rule. Based on the calculation of cumulative rating of the large cities attractiveness, the paper defines the main leaders and outsiders in this field.
     Results The obtained results can be used when designing strategies of the considered development of urban and regional systems as a whole, as well as shaping the State migration policy.
     Conclusions and Relevance We emphasize that as the result of our work, our findings have both theoretical and practical importance.
