Importance The article deals with the improvement of the mechanism of the State support of small and medium-sized businesses. Objectives The purpose of the study is the development of proposals for the improvement of the mechanism of the State support of small and medium-sized businesses. Methods For the study, we used a functional-structural analysis, abstract-logical method and a modeling method. Results The study identified the key issues in the State support of small and medium business: asymmetry of grants to budgets of the constituent entities of the Russian Federation of the federal budget; the later stages of the grant at the regional level and their implementation; the method of distribution of grants and evaluation of programs of State support of small and medium-sized businesses. We are suggesting the best practices for the distribution of government financial resources for the development of small and medium-sized enterprises in the regions. We have improved approaches to the formation of small and medium-sized businesses by improving the role of subjects of the Russian Federation. We submit recommendations for shifting Federal subsidies to subjects of the Russian Federation for the first half of the year to improve the management of these funds and their utilization. Relevance The recommendations proposed can be used at different levels of Government. In addition, our suggestions may be useful in the development of the State support of small and medium-sized enterprises and its optimal balanced development, as well as to improve the methods of allocating federal grants by region.
