Substantive analysis of the corporate culture of the Ulyanovsk region enterprises as a factor of innovative development of a region

Importance The article deals with the issues of effective mechanisms development for enhancing human potential of a region through corporate culture development, both at the level of individual enterprises and their business units, and at the level of municipal self-government. The expected innovative development of the Russian Federation industrial districts puts a priority on those tasks.
     Objectives The study aims to determine the role of corporate culture as a key factor of regional innovation development, and to identify the prevailing characteristics of corporate culture in the case study of the Ulyanovsk region.
     Methods On the basis of synergetic management concept, we have carried out a critical analysis of approaches to the consideration of corporal culture phenomena. By means of selective questioning of representatives of various organizations of the region, we have analyzed its specific features and came to a conclusion about its impact on the region's innovation development.
     Results In the course of the analysis, we concluded that organizational culture is a complex phenomenon. Its management should be based on identifying and understanding its individual characteristics, and the prevailing and interacting subcultures. In order to accelerate the regional development rate, it is necessary to move from instrumental and rifle approaches in the culture of management towards an integrated and meaningful approach. These measures should be carried out not only at the enterprise level, but also at the regional level. At the same time, it is necessary to take appropriate measures aimed at impacting the social component.
     Conclusions and Relevance We conclude that in order to achieve the region's intensive and innovation-based development, it is necessary to rethink approaches to the issues of management of organizational culture both of separate entities, and within the framework of generation of social development programs in the region.
