In this regard, the activation of productive creativity becomes a priority.
Objectives The purpose of the paper is the analysis of the main measures to promote the development of innovative economy and the development of methods to enhance productive creativity. The study systematizes specific forms and directions of stimulating the development of innovative entrepreneurship.
Methods For the study, I used scientific methods such as: monitoring and fact-finding, modeling, analysis and synthesis, as well as a system approach, the historical, logical and graphical analyses.
Results I have analyzed certain measures taken in different countries, to identify areas of intensification of innovative activity, used for the development of national innovation systems. I am proposing a set of methods to enhance productive creativity, which includes specific ways of stimulating business activity and can be used in the development of activities of State support at the municipal and regional levels. Also I have developed methods of stimulation of enterprise social responsibility and green business, which involve integration of such proven by international experience legal instruments for environmental management and conservation of the environment, as environmental management and auditing, into Russian practice.
