Improving the process of suburbanization in the Volgograd region through the development of a suburban service

Importance The condition of suburban zones shows the level of their civilization and the level of socio-economic development of the region, and it can serve as one of intelligent indicators. The problems of planning, construction and exploitation of suburban service objects are crucial, and they are actively discussed at different levels of the Government. The development of suburban service plays an important role in this process.
     Objectives The goal of research is to enhance the efficiency of suburbanization process on the basis of the suburban service development.
     Methods We conducted the study on the basis of comprehensive and systematic approaches which included the methods of comparative, historical, statistical, mathematical analysis. In line with the target goal, we define the prerequisites of the Volgograd suburban railway service development, features and problems of its functioning, as well as the linkages between the level of development of service and socio-economic indicators of the city. The paper formulates the "commuter service" concept as the service for road users, tourists and residents of the region to meet their domestic needs in the area of the city. On the basis of an analysis, we have calculated potential economic effect of the Volgograd suburban railway service and justified the recommendations for its development. Furthermore, we described a mechanism of State support for the suburban rail service development, including organizational, financial, informational and advisory components.
     Results We opine that the development of this kind of service not only ensures safety and comfort of road users, but also affects the sustainable development of the region's economy.
     Conclusions and Relevance Commuter service is one of the conditions that determine the quality of cultural and economic relations between Volgograd and other regions of the Russian Federation.
