Importance The scope of research comprises the organizational, managerial and economic relations arising under the conditions for creation of a regional socio-economic cluster. The necessity and urgency of cluster formation are conditioned the ongoing economic crisis and prerequisites of the recession of the economy caused by the economic sanctions against Russia. Objectives The research aims to assess the efficiency of investments that will be used for the establishment of a regional socio-economic cluster. The evaluation was carried out on the basis of the bundle spaces concept adapted to the calculation of the efficiency of investments use, while forming local and network structures. Methods The use of economic-mathematical methods, which enabled to analyze the options for investments and development of investments and to carry out evaluation of their effectiveness, serves as the paper's methodological basis. The obtained results indicate that during evaluation of the efficiency of investments by the designated method, it becomes possible by changing the coefficients of transitivity and degree of the system disorganization (institutional constraints) to upgrade and use effectively the system's institutional factors in management by controlling its qualitative characteristics. We emphasize that the effect is achieved not by one-time optimization of conditions for investment activities, but by the ongoing development of an institutional environment. The system of mathematical equations to calculate the dependence between the parameters of the internal environment of an organization and the change in public investment efficiency was made with the help of the synergetic and institutional method and self-oscillations equation. We make a well-funded conclusion about the changes in the institutional environment to obtain the optimum effect of investments. Results Thus, the findings show that with the help of using the formulas of chemical kinetics, it is possible to calculate the efficiency of investment projects in building of a socio-economic cluster. Conclusions and Relevance We have identified the dependence between the constants of implementation rate of the investment project and the value of investment efficiency. This method is sufficiently universal and is most useful for assessing the efficiency of investments in this kind of projects.
