Importance The article considers the role of small and medium-sized businesses in the modern economy and conditions for the competitiveness and sustainability. Objectives The purpose of the article is the development of methodological bases for the formation of a new structure of economy and management of small and medium enterprise competitiveness in view of the integration between the different institutions of the market economy. Methods For research, we used the methods of statistical analysis and analytical data of continuous statistical observation of the activities of the economic entities of the small and medium enterprises of Chelyabinsk region, Ural Federal District, and the Russian Federation. Results We have formed a structure of small and medium-sized enterprises by economic activity and defined characteristic tendencies of development of small business in the regions. We have analyzed the structural potential of small and medium-sized businesses, assessed the determinants of innovation and investment activity of business, defined the development problems of this sector and highlighted the remaining challenges of small and medium enterprises by economic activity. The study of trends of the development of small and medium-sized businesses has allowed identifying the causes of affecting the interaction of the subjects with big business. It shows the dynamics of indicators reflecting the development of small and medium-sized businesses for most economic activities in the region, and it identifies the problems of structural capacity and specifies the most significant ones among them. Conclusions and Relevance On the basis of our own approach, we propose to consider the economic potential in the form of a structure of potential elements: innovative; investment; financial; territorial.
