A mechanism of developing a regional policy to regulate entrepreneurial activities

Importance In the current context, ensuring economic growth in the Russian Federation is possible only in the conditions of enhanced business activity of economic entities. However, creating business environment a large extent depends on appropriate government policy, including the regional authorities' policies.
     Objectives The article aims to study the mechanisms of regional policy to regulate entrepreneurship. The goal of the research is to identify factors and objects of regulatory impact on business climate, to identify elements of business regulation, to structure economic policy measures at the public administration levels, and to analyze tools of regional policy to stimulate business activities.
     Methods In the study I applied the methods of logical, comparative, system, functional and structural analysis, the grouping method, as well as economic and statistical research methods. In the process of the research, I grouped the factors of developing business climate by the levels of global and national economies' regulation, identified objects affecting the climate broken down by the levels of public administration of the Russian Federation and the structural elements of the State policy, which regulates business.
     Results While studying the policy of business regulation, I identified common and differentiated components in accordance with the levels of public administration of the Russian Federation. On the basis of the State programs of the executive bodies of the Ural Federal District, I summarized and grouped the tools of encouraging entrepreneurship and described them.
     Conclusions and Relevance The paper emphasizes the need to develop regional policy measures to encourage entrepreneurship to focus on mechanisms, which are aimed at positive results in several areas of economic policy, and which can ensure a synergistic effect.
