Importance The article deals with the maximizing of the use of resource capacities, including eco-tourism, scientifically substantiates the directions and tools of State regulation of these capabilities, and it also considers the socio-economic relationships that define the processes and patterns of formation and use of the eco-tourism potential. Objectives The goal is to support the authors' methodology for assessing ecological and tourism potential and the identification of areas of high and medium levels of landscape recreation potential. Methods We have applied the comparative estimation of the ecotourism potential and used a fixed set of components and point system for the evaluation. For the comparative assessment, we have selected the necessary number of objects and clearly determined the territorial framework for comparison. Also, we used the technique of implemented assessment of natural complexes of the Belgorod region, where natural recreational resources were estimated on a three-point scale. Results We have developed a technique of estimation of eco-tourism potential and tested on the example of the Belgorod region, identified areas of high and medium levels of landscape-recreational potential, identified the problems and the ways of development of ecological tourism. We have also developed the priority activities for the development of ecological tourism in the Belgorod region and made recommendations to address the problems. Conclusions and Relevance The results of the research may be useful to legislative and executive authorities in socio-economic projects and programs aimed at the development of ecological tourism. We have concluded that to solve the problems in tourism, it is advisable to use the program-target method and mechanisms of public-private partnerships, because the natural resources and cultural heritage cannot be considered the sole and sufficient conditions for the successful development of tourism in the region.
