Regional policy mechanisms of reducing spatial disparities in agrarian depressed regions

Importance The long-term economic growth of the Russian Federation is only possible on the basis of reducing trans-regional and intra-regional disparities of socio-economic development. Therefore, it is important to develop effective mechanisms of State regulation in problem-plagued regions that include the Stavropol Territory.
     Objectives The aim of this study is to develop and justify the mechanisms of regional policy of smoothing spatial disparities in the agricultural depressed region. The basis of the study is the tasks related to determining the place of the Stavropol Territory in the system of national division of labor and assessing intra-regional asymmetry of social and economic space of the Stavropol Territory, as well as specifying the areas and mechanisms of regional policy in the region.
     Methods Using the methods of mathematical statistics, we assessed the differentiation of the socio-economic space of the Stavropol Territory and specified the key areas of regional policy to ensure economic growth.
     Results As a result of the study, we revealed the place of the Stavropol Territory in the system of national division of labor and classified municipalities in terms of economic performance and the degree of social infrastructure service availability. We also offered areas and mechanisms of regional policy, which are required to ensure the economic growth in the Stavropol region.
     Conclusions and Relevance The conducted analysis enables to conclude that creating common economic space is possible by overcoming industry-specific disparities in the national economy of the agricultural depressed region. It requires modernization of spatial location of production.
