Importance Currently, the effective management of the Housing and Utility Complex of the Russian Federation, in general, and the Tomsk region, in particular, is of great importance. Mainly this is due to the difficult situation, characterized by low energy efficiency and a number of acute problems that require new approaches to the management of energy efficiency in housing and communal complex of the regions of Russia.
     Objectives The article is devoted to the problems of management in housing and communal complex. The purpose of the article is to identify ways to increase the energy efficiency.
     Methods To analyze the current state of the housing-and-municipal complex of the Tomsk region and to identify the causes influencing the decline of energy efficiency, we used empirical and statistical analyses methods.
     Results We have solved the following tasks: defined the mechanisms to manage the housing and utility complex (technological policy, the policy of energy saving and resource efficiency, tariff and personnel policies); analyzed the mechanisms data and their impact on governance of energy efficiency of the housing-and-municipal complex; identified major areas for improvement in the management of energy efficiency of the housing complex of the Tomsk region.
     Conclusions and Relevance We concluded that the current system of housing complex is inefficient, because the governance mechanisms are ineffective (technological policy, the policy of energy saving and resource efficiency, tariff and personnel policies). The consequence of this is the reduction of energy efficiency, which leads to escalation of the crisis and the poor functioning of the housing-and-municipal complex. To exit from the current situation, all the elements of the control action should be aimed at improving the energy efficiency of the housing and communal complex of the Tomsk region.
