Specifics of regional economy regulation based on special-purpose program planning

Importance The article deals with the topical issue of special-purpose program planning of economic development of a region. We consider the transition from resource planning to result planning based on the need to achieve specific goals and to enhance the role of special-purpose program and project management methods. We researched State special-purpose programs focused on the areas, which require large-scale, long-term investments, and which are not attractive for private capital due to their long payback period, availability of relevant risks or lack of commercial effect as such. The traditional approach to financial management in the real sector is supplemented by technologies of result-based budgeting.
     Objectives The purpose of the article is to clarify the concept of "special-purpose program method" of regional economy planning, to establish fundamental principles of planning, and to study practical implementation of the special-purpose program method in the budget sector activity.
     Methods We have used the legal, comparative, economic and statistical analyses. We have found out that in the Russian Federation there is a continuation of program and goal-oriented approaches to territorial development, federal special-purpose programs occupy a significant place in the program and goal-oriented regulation of the country's and regions' economies.
     Results The findings will contribute to solving urgent problems of transport infrastructure, high technologies and housing sector development.
     Conclusions and Relevance We concluded that Russia and its regions are facing not only a change of management paradigms based on new understanding of the interaction of three key institutional actors (the State, business and science), but also a growing level of uncertainty while making long-term decisions. In these conditions, special-purpose programs constitute the only flexible instrument to implement the State long-term economic policy.
