Importance A wide range of factors affects the formation of a new innovative-technological image of the world and domestic metallurgy. Under these conditions, the active development of the industry requires from the individual enterprises, the State and society to identify suspended long-term development priorities.
     Objectives The purpose of the study is the development and implementation of a foresight methodological approach to the formation of a coherent vision of the technological future of the regional steel industry.
     Methods The foresight method fully corresponds to modern scientific approaches and practices to develop long-term technology forecasts and identify priorities for development. At the regional level, the sectoral foresight helps to identify local resources and capacities, determine the institutional capacities and local plans in accordance with national and global innovation trends. We consider the proximity for communication of all stakeholders to discuss the transfer of knowledge and control actions as the main advantages of regional foresight.
     Results We applied the foresight methodology to study the prospects for technological development of the Sverdlovsk region's metallurgical complex. Under the first phase of the study, the objective was to get forecast materials and form a coherent vision of innovative development of the key players of the industry in the region. The objective of the second phase of the foresight project was to identify the most significant directions of technological development in the structure of steel production. Representatives of the regional authorities, large industrial enterprises, business, science and education were involved to solve this problem. We held a series of meetings with experts, compiled a preliminary list of prospective technological directions, conducted questionnaire survey, summarized and published the results. The research project identified features of the new technological image of metallurgy in the region, helped to draw up a list of technological priorities for the Sverdlovsk region metallurgy and areas of secondary steel. We have determined the impact degree of production and socio-economic risks on the regional steel processing. We are offering the most important for all stakeholders, measures to stimulate technological development of metallurgy.
