Rating of the RF subjects according to the level of well-being of the population

Importance Coordination of socio-economic development of the region necessitates the accounting features of the free market and its impact on the well-being of the population.
     Objectives This article analyzes the welfare of subjects of the Russian Federation. It provides an overview of the systems for the assessment of the welfare of the population, which are based on statistical analysis, sociological studies and expert opinions. The paper highlights the advantages and disadvantages of these systems. The study addressed two objectives. The first task is to disclose the content and structure of the concept of well-being and the determination of the amount of goods required to meet the needs of the population. This task is of methodological nature. The amount of goods required to meet the physiological requirements is determined in a normative way.
     Methods The amount of goods required to meet the more elastic demand is determined by expert and statistical methods. The second task is to develop techniques to assess the well-being of the population. This method is based on the calculation of integral index and is the aggregation of the existing information on the satisfaction of needs of the population of the region. The integrated index consists of four levels: the index of well-being of the population of the region, sub-indexes, indicators and raw data. Evaluation of welfare was made on the official data of the Federal Service of State Statistics, Ministry of Internal Affairs of the Russian Federation, Ministry for Sport of the Russian Federation, Ministry of Communications and Mass Media of the Russian Federation, the International Telecommunication Union, the United Nations Economic Commission for Europe and other organizations.
     Results The methods were tested in 83 subjects of the Russian Federation; the results are presented in the form of a rating.
     Conclusions and Relevance The results are compared with the ones of 2007, since the year was the start, on the federal level, to actively develop policies to enhance the well-being of people.
