Regional aspects of urbanization in Russia

Due to the development of "new urbanism" in Russia and the labor and migration market, the issues of urban spatial organization are of special relevance at the modern stage. The article deals with urbanization process in the constituent entities of the Russian Federation during the period from 2002 to 2012. The purpose of the study is to conduct a comprehensive assessment of urbanization processes in Russian regions on the basis of the index method, which will enable to take into account changes in the proportion of urban population in a region and urban structure. To classify regions in terms of achieved level of urbanization, the author suggested using the urbanization index, the values of which depend on urban structure of a region and urban population proportion in the total population of the region. Using the calculations based on the Russian Federal State Statistics Service data from 2002 to 2012, the author classified the constituent entities of the Russian Federation into five groups according to the level of urbanization of their territory. On the basis of the dynamics of urban population share and the urban structure of regions the author concludes that in some regions of Russia there is quazi-urbanization. The author also identified economic, social and legal factors that affect urbanization and its implications in the constituent entities of the Russian Federation. To overcome negative consequences of urbanization, it is necessary to regulate urbanization processes in some areas of the Russian Federation. This is possible by using both economic and administrative-legal methods.
