Importance In the conditions of aging of the population and worsening of the social consequences of disability, the issues of the labor potential usage of this category of the population become more urgent. The analysis of the problems of creating the decent work environment for people with disabilities stems from the economic development, the changing of social and labor relations and from the increased discrimination in the area of employment of persons with disabilities. Objectives The article aims to study the problems of socially disadvantageous groups of the population and the creation of the decent work environment for people with disabilities. Methods As the methods of the research, we have used the documents, generalizations and comparison. The article considers the problems (physical, economic, educational, information, as well as cultural and symbolic ones) of the use of the persons with disabilities in the regions with excess working population. We identify the social and economic consequences of the use of the labor potential of disabled people, propose the measures to improve the employment of disabled persons, and also determine the barriers that hamper the employment and professional integration of disabled people. A number of the issues of the article such as the activities for employment of disabled persons includes as follows: the organization of the home-based work for people with disabilities and the assistance in the sale of products; the development of remote workplaces and flexible forms of employment the social infrastructure development in rural areas, as well as training and development of handicrafts in rural areas, etc. These issues have the scientific novelty for labor-abundant regions and represent the results of our research. Results The results of this research may be used by the economic sphere specialists, by post-graduate students and students, and also by a wide range of readers for creating programs promoting employment of disabled persons. Conclusions and Relevance We came to a conclusion that the authorities are liable to resolve in a consistent manner the problem of employment of persons with disabilities, including both the professional job training of unemployed persons with disabilities, and the creation of the specialized working places, and also rendering assistance to them in providing of employment. We emphasize that the welfare State is under obligation to ensure the equal access to the social infrastructure and decent working conditions for all members of the society.
