Analysis of the decoupling effect in ecological and economic activity of a region

Importance The decoupling effect, i.e. a separation of the economic growth trends and environment pollution, is the green economy basis.
     Objectives My research aims to identify the decoupling effect in ecological and economic activity of the Vologda region.
     Methods On the basis of econometric analysis, I demonstrate a relationship between the production manufacture of the region's leading industrial enterprises and their impact on the environment.
     Results The analysis of the decoupling effect identification in the basic branches of the industrial sector of the Vologda region enabled me to come to a conclusion that the metallurgical production within the period of 2000-2012 had complied with the ecological and economic interests in the economic activity. At the same time, I focused on the region's chemical industry, the improving of the environmental performance of which appears as insignificant. Besides, I have calculated the nature intensity indicators of the Vologda region by the main types of pollution: emissions of pollutants into the atmospheric air, wastewater discharges, wastes of production and consumption. The analysis of the indicators of natural resource intensity and an intensity of pollution in the Vologda region have demonstrated the signs of the pollution reduction in the growth of gross regional product for the period of 2000-2012. In order to identify the future changes in the regional ecological and economic indicators with aid of the Microsoft Excel software product, I have compiled the forecast of the nature intensity indicators for the period of 2015 - 2020 on the basis of the trend models. The results of the forecasts may be useful and attractive both to the State authorities to adjust environmental programs and to a wide range of public.
     Conclusions and Relevance I have summarized that the Vologda region is moving in the direction towards the greening of the region's economic activity.
