Importance The problem of creating an effective system of control has recently become even more relevant in view of the considerable differentiation of socio-economic development indicators of Russian regions, intensified during the financial and economic crisis which began in 2008. My article describes the measures recommended for the regulation of the social and economic development of the regions as a main part of the control mechanism of the regional economy. I study the tools for the regulation of regional socio-economic processes in the critical conditions. Objectives The purpose is to analyze the regulatory measure system completeness of the socio-economic processes in the regions and its adequacy to the modern development conditions, and also to classify the mentioned tools in terms of their adaptability in various stages of the economic cycle. Methods Using the methods of system analysis, I study the adaptive regulatory measures as the methods and means of influence on the characteristics of socio-economic processes in the region. In the paper, I provide a classification of tools for the regulation of regional development, and as the result, I identify the following issues: administrative, organizational-economic and financial ones; substantiate the formation mechanism in the Russian Federation of providing the system transfers for the depressed regions, the special regulation measures of the regional development in Russia. I analyze the peculiarities of the regional development regulation in the global financial and economic crises, and identify the ways to increase the decentralized sources of financing for regions development. Results I arrive at a conclusion on the incompleteness of the regulatory measures system of socio-economic development of the regions. The system transfers that are offered to the lagging in socio-economic development regions, the formation of special regulatory measures of regional development (the special economic zones and corporations) serve as the promising directions of the regulation system of regional development. Conclusions and Relevance The results are of interest for the government at the federal, regional and municipal levels.
