A comparative assessment of human capital in federal districts of the Russian Federation

The article considers the problem of human capital assessment of the federal districts of the Russian Federation. The authors elucidate the concept of human capital of the federal district as an aggregate of the capabilities of population of an appropriate territory, which were formed at the expense of individual and public investment. The investment provides the subjects of the regional economics with income and ensures the quantitative growth and qualitative changes. The article deals with the essential characteristics of the structure elements of human capital of the federal district: educational capital, labor capital, health capital, as well as the social and cultural capital. The authors emphasize the sociological and representative approaches to the assessment of human capital of the federal district. The first approach is based on the results of an empirical sociological research within the definite territory, and it is characterized by the enhanced time consumption and exerted efforts. The second approach is based on the selection of regional statistics indexes. It is characterized by the relative simplicity in use, and it requires less time for its implementation. The authors use the method of an indicative analysis, and they estimate the individual indexes of human capital element of territories. This method serves as the basis for calculation of an integrated index of human capital in districts for the period of 2010-2011. The article determines that the biggest value of the index of educational capital for the analyzed period goes to the Central Federal District; with respect to labor capital it goes to the Volga Federal District; with respect to the health capital it goes to the Northern Caucasian Federal District; and with respect to the social and cultural capital it goes to the Southern Federal District. Based on the analyzed data, the authors come to a conclusion that, in general, with respect to the level of human capital the North Caucasian Federal District assumes the leading position.
