The subject of the research covers the forms and methods of creation of clustering formations and the organization of internal industrial-commercial mutual relations of the managing subjects arising by manufacture, processing and realization of production. At the present stage of the development the basic role in solving the problems of providing of effective functioning and increase of competitiveness of the enterprises of agro-industrial complex belongs to elaboration of the optimum organizational-economic mechanism of formation and model of functioning of regional agro-industrial clusters. The principal objective of scientific work consists in preparation of recommendations on perfection of processes of formation and functioning of regional agro-industrial clusters on the basis of the private-state partnership. The basic methods of research are as follows: statistical-economic, monographic, abstract-logic and the calculated-constructive ones. The author offers a mechanism of formation of regional agro-industrial clusters structured on the basic organizational-economic elements. The organizational-economic model of functioning of agro-industrial clusters with use of elements of the private-state partnership is designed. The results of the research may be used by: regional governments, ministries of economic development and agriculture, district and municipal administrations, agricultural organizations and the processing enterprises of agro-industrial complex of the Volga region. The introduction of the designed mechanism of formation and model of functioning of regional agro-industrial clusters in agro-industrial complex of the Volga region will create preconditions to decrease the cost price of finite production at the expense of economy of optimization of costs and goods circulation processes.
