Importance At the present time the natural manifestations of instability of the macroeconomic environment to some degree started to impact on the conditions of management of socio-economic development of the municipalities. The municipal education, as an open system, which dynamically perceives the external impact is exposed to a greater number of new, unknown impulses, which result is difficult to forecast.
     Objective We discuss the fact of acceleration of the onset of the cycle phases due to the reduction of their duration, the enhancement of the degree of influence of crisis events and the threat of constancy of non-emergence from the crisis phase, and consider the necessity to develop and to apply the innovative approaches to municipal management.
     Methods As an innovative approach in municipal administration, we have proposed to apply the process approach. In the paper based on an empirical method, we are analyzing various aspects of the process approach application in achieving the objectives of management of municipal socio-economic development. Given the need for measures to improve the municipal governance, we recommend to reconsider the value of the everyday activities of an employee of municipality, to increase his informative value, as well as the usefulness of usage of both by an employee of municipality and other external users.
     Results The separate results of the study during their implementation in practice of municipal management will ensure continuity and consistency of decision making in the various areas of municipal management. We emphasize that it will reduce the likelihood of managerial mistakes.
     Conclusions and Relevance We make conclusions that the process approach can help the subjects of the municipal management to implement the approvals of objectives and resources of management, and also to ensure the commitment of the municipal administration to meet the growing needs of society with the simultaneous involvement of the population in the creation of the new sustainable type of municipal formation.
