The modern conditions of the economy make actual the necessity of improvement of the principles, approaches and tools of formation and implementation of the concept of development of small and medium enterprises, mechanisms of its interaction with institutions of the State and society, which are focused on ensuring competitiveness and market attractiveness of the region on the basis of innovative factors of economic growth. The article systematize the signs of structural structure of elements of economic potential on the basis of all-economic problems, financial, innovative, investment and structural potentials. The authors provide the classification, which allows to define the common problems of the SМЕ development and to make their systematization according to the elements of economic potential for definition of the direction of development of business of an area. The paper makes recommendations of formation of the organizational and economic mechanism of development of small and medium enterprises. To address the problems the authors used the general scientific methods to study economic phenomena and processes. Using the basic tools (graphical, index, analytical groupings and comparative analysis), the authors provide justification of the fundamental provisions and findings. The results received during the present research, make a particular contribution to the theory and methodology of formation of the mechanism of an implementation of the concept of the small and medium enterprises development and the authors define constituent elements of the organizational and economic mechanism of the development of small and medium enterprises. The economic component of the mechanism includes questions of financing, use of economic levers of the State regulation, formation of funds of support, stimulation of an activity of all organizational forms of business. The organizational component includes the development of the mechanism of interaction of the State regulation bodies, business and non-profit organizations, establishment of interrelations, a specific system of the institutional environment.
