Importance In order to maintain the achieved level of quality of the repair work within the predetermined period, it is necessary to employ the development and implementation of activities, that allow to maintain the actual quality of the housing stock and also to form a comfortable living environment for specific social groups: the disabled persons and persons with reduced mobility, because enhancing of functional quality of the living environment is one of the priorities of housing and social policies. All this predetermined the choice of the research topic and underlain the relevance of the article at the present stage of economic development of the country.
     Objectives The purpose of the article is a theoretical and methodological rationale approach that improves the enhancing of the quality of the living environment in the programs of the overhaul of real estate object. To achieve the objective, we have set and solved the problem of developing a mechanism for allocation of the resources, which enhances the quality of executed repair works.
     Methods We have developed a methodological basis of an optimization of the existing techniques and activities on improving the efficiency of management of repair and construction organizations on the basis of the electronic platform, which operates in some regions.
     Results We have proposed to set up an integrated system of information on the quality of resources for major capital works, which provides a fixed cost of materials for an appreciable length of time and the possibility of developing budget on current costs sheets and which have the prospects of development up to the level of implementation in all methods of reproductive performance replacement of residential properties.
     Conclusions and Relevance We make a conclusion that the developed tool for optimizing the management of major capital works of residential properties will enable to enhance the quality of living environment with regard to its information transparency for all citizens.
