Subject The most effective way to improve competitiveness at the macro-and meso-levels is to cluster the interactions of business structures. However, in the context of uneven socio-economic development of the regions, there are factors that are slowing down the process of clustering.
     Objective The purpose of this article is an integrated evaluation of the factors influencing the processes of clustering of Primorsky Krai.
     Methods The classification of clustering factors of the region is based on the Porter's diamond model of competitive advantages. To detect the factors, we used a method of focus groups among experts. For quantitative evaluation of clustering factors, we applied a method of questionnaire, which assesses the implementation and importance. In this study, we have conducted the survey from 10 experts composed of managers of small, medium and large enterprises of different ownership forms and representatives of research institutes. The survey questions fall into two types: private, based on Likert scale (for measuring a factor), and open (in order to understand the importance of each factor).
     Results We propose an integral indicator to evaluate clustering prerequisites for the region. We used a method of expert evaluations to carry out an economic evaluation of factors influencing the cluster development of Primorsky Krai. As a result, we have identified factors that contribute to and hinder the processes of clusterization of Primorye.
     Practical application The developed method of evaluation of clustering prerequisites can be applied at any level of the regional environment.
     Conclusions We conclude that there are all the necessary prerequisites for the development of clustering process in the economy of the Primorsky region.
