The possibility of increasing the socio-economic effects of the development of oil and gas in the Tomsk region

Currently, all special oil and gas tax (export duties, production tax), up to 70-80% of the earnings of oil companies, is coming exclusively to the federal budget. The oil and gas companies, using various ways of tax optimization can significantly reduce the taxable base of the regions (especially in relation to income tax). Besides oil and gas regions have significant environmental costs, for example, with the burning of associated petroleum gas. As a result, in modern conditions the extraction of hydrocarbons does not create the preconditions for sustainable socio-economic development of the regions, where there are deposits of oil and gas. In the article, the author tried to identify opportunities to improve the socio-economic effects of the mining regions of extraction of minerals where there are relatively developed industry and scientific and educational complex. A typical example of the oil and gas region with a relatively well-developed processing and scientific-educational complex is the Tomsk region. The article analyses the role of the oil and gas industry in the economy of the Tomsk region and considers problems of interaction of oil and gas complex with branches of the regional economy. It develops an approach that envisages only those services and production in the region, for which there are objective conditions (benefits, strengths of the region). The advantages of the Tomsk region are well-developed human capital, existing hydrocarbon processing capacity, availability of local suppliers, the proximity to the new oil and gas field in East Siberia. The author offers directions of increase of socio-economic effects on the region, the development of local contractors and suppliers of products for the oil and gas industry. Another key area is the value-added chains on the basis of processing of hydrocarbon raw materials, including for the oil and gas sector. The article presents findings that a number of companies (especially vertically integrated) use various schemes of tax optimization what significantly reduces the potential benefits for the regions. The author suggests certain steps to strengthen mechanisms of State regulation to take into account the interests of commodity areas.
