A critical review of approaches to the concept and definition of regional innovation system

The article provides an overview of the main works on the analysis of regional innovation systems. The concept of regional innovation system is widespread. This term is often used in the analysis of the efficiency of the territory, theoretical and applied research, as well as the development of regional policy. Still, there is not a single universal approach to the definition of regional innovation system and its related concepts of "region" and "institutions". Also the article presents approaches to regional innovation systems and indicators, quantitatively and qualitatively measuring the data systems. The author defines the general classification of institutions operating within the framework of the regional innovation system. The objectives of this article are the consideration and integration of the basic theoretical concepts of regional innovation system, as well as the presentation of the systematic review of the shortcomings and problems in the research of such a system. The key outstanding issues in this area are the territorial ownership of innovation and the role of the institutions and infrastructure of the regional innovation system. The main subjects of a regional innovation system are the institutions and the institutional environment under networking. The author also considered the definitions of "region", "institution" and "regional innovation system". In this article, the author has made an attempt to the attention of the various ideas and theories related to the concept of regional innovation system, like the system definition and territorial security of the system. This sum is intended to ensure the critical approach to the various definitions of the term "regional innovation system", quantitative and qualitative analysis of systems, territorial affiliation of systems, the role of institutions and networking in the region.
