The strategic objectives of the region development: the problem of consistency

The main content of the article is devoted to an analysis of the practice of goal development of the regions. The aim of this study was to determine the methods of forming a strategy based on the procedures of the system construction of strategically significant goals. The author used methods of verbal and graphic modeling, strategic analysis, content analysis, document analysis and observations. The results indicate that in most of the strategies of the region there is no ideal image, and in some cases the adopted image of the future is called a mission. The formulation of objectives most often repeats the substance of the language of the mission, not developing it and not specifying. The article reveals that the growth factors of the economy of the region include innovation investment, infrastructure development, entrepreneurship and clustering. But in determining the strategic objectives, there is no system in the designation of points of growth in the region to implement the law of synergy in unrelated strategic projects and programs. The paper says that the strategic goals should be ambitious (elusive). If one defines the objectives of the strategic development by different methods, one gets a comprehensive picture of the target orientation of the development prospects of the region that may be called a target configurator. The author has developed a structure of four units of strategic objectives that demonstrates methods for building the system configurator of goals, the combination of which determines the strategy. The author also provides a method for formulating the strategy, which is to construct trees, determining the strategic goals and the core in the subsequent transition from system purposes for the formulation of the strategy by providing their keywords to build a formula of strategy. Application of the results in the formulation of development strategies of socio-economic systems would provide a comprehensive model for achieving strategic goals. The conclusions may be as follows: the strategic objectives of the development of the region should develop a system based on the target configurator.
