The paper presents a structural model of the fiscal mechanism. It proposes measures to improve the tax system of the region on the example of the Republic of Dagestan to generate sustainable development. The author develops some recommendations on the replenishment of the sub-national government and local budgets income, as well as the author's method for optimization of paying insurance premiums for small businesses.
