The article deals with topical issues of innovation development territories with the use of social and humanitarian design. The author offers a unique look at the formation of the system of quantitative and qualitative indicators to measure the capacity of the region to create the borders of the territory of innovation development, which includes indicators of socio-economic and innovative potential of innovation receptivity of society and the effectiveness of the regional authorities and the project management team. As justification for the study, the author conducted an analysis of modern approaches to the assessment of innovation areas, as well as the regulatory framework set out approaches that are used to assess bids when approving their public status. The author paid particular attention to the qualitative and quantitative composition of the techniques. The author identified the need for a substantial revision of the approaches to assessment of the potential of the regions to form innovation development territories. The study is based on a functional approach to social and humanitarian design of innovation development territories, based on the identification and subsequent construction of the territorial entities in accordance with the functions, each of which has a particular meaning and meaningful workload and must be identified by a system of indicators. A basic tool for identifying opportunities in the region is the standard ranking that reveals not absolute, but the comparative advantages of regions within the State. This approach greatly simplifies the adjustment methodology in view of changes in socio-economic and innovation environment, what would be more difficult to do in the case of clearly established criteria and standards.
