We suggest the technique for determining the need for subsidies at a rate of cost recovery on the main production. Our paper presents the system of indicators to measure the degree of State support of agricultural organizations and identifying normative values. In addition, we supplement and refine a system of indicators which enables you to determine the minimum size of budget support to businesses to ensure expanded reproduction. As a case study, we are considering a group of agricultural organizations of the Penza region by size of subsidies on the main production.
