The article deals with the analysis of sectoral and territorial structure of the economy which allows to accurately determine the prospects of development of any region, especially in anticipation of a crisis in 2015-2017. The crisis provides an opportunity to change the priorities of the development of the territories and to implement an alternative. The author singles out the system requirements for the implementation of alternatives: economy; social cohesion; relying on the professionalism of the organizers and moderators; clear planning and definition of the temporal and quantitative parameters of regional alternatives. For example, the Volgograd region search for alternatives must be based on a modern, high-tech production of services (telecommunications, education, health care, etc.), active development (real estate) of local markets and industries based on territorial features (animal husbandry, tourism, etc.).
