How to create an innovation economy of the large Russian city based on private initiative?

The article submits the most important results of the international research of a large reference cities in Russia, Germany, the USA and Great Britain. The research results revealed the structural lagging behind of a Russian cities development from foreign cities. The author proposes the new strategy of a large city development, offering an opportunity to create an innovation economy by launching the population exponential growth process. To implement this strategy author suggests setting-up of the charity foundation of a city development supervised by a city administration strategic division.
