The article considers problems and opportunities of the "third" industrialization of the national economy. As the most acceptable one, the author proposes a "catch-up" option with a system modernization of the resource and raw materials complex. The author proves that setting off the innovation and resource options of development lacks any prospect in the conditions of the Russian realities. The northern regions are highly investment-active, so the author develops some concrete directions of industrial policy of a rare metals complex, the most significant one for industrialization in the Russian North.
