A cluster strategy of innovation development

The article analyses prerequisites and conditions for setting-up of the innovation-focused cluster structures. The author considers the external economic challenges associated with the need of transition to an innovation way of domestic economy development and emerging tasks of its state regulation. The special attention is paid to the regional aspect of an innovation policy implementation. As the main instrument to enhance the state management efficiency, the author proposes cluster formation. The article reveals the essence of the innovation-focused cluster system.
