The article says that foreign investment in the Russian economy is non-uniform by purpose and quality. The major part of it comes to exploit the regions' natural resources and divide, directly or not, the received product. The Sakhalin region is of no exception to this effect. The foreign investment in oil and gas field development is quite explainable by the need to receive energy carriers for the national economies and corporations. Investment in transport infrastructure, what is top actual to the Sakhalin business development and integration with other regions, does not meet yet foreign investors' active support due to the negative experience of corporate investment in the region's ports, hotel business and low standard of project profitability. The public-private partnership (PPP) is one of the tools to secure and support foreign investment. The region should welcome the investors who have had positive experience under the terms of PPP. The Korean investment is a good option in this context.

Keywords: foreign investment, gross regional product, transport infrastructure, tunnels, railroad, ports, agreement on production section, public-private partnership, rating, management elasticity coefficient, project financing
